Miracles Aboagye under investigation over alleged GH¢55 Million IMCCoD ‘theft’ – EOCO

The Economic and Organised Crime Office (EOCO) has officially explained the circumstances leading to the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, popularly known as Dennis Miracles Aboagye, over alleged financial and procurement-related irregularities involving approximately GH¢55 million.

In a press statement issued on Monday, July 13, 2026, EOCO said Mr. Aboagye was arrested in connection with ongoing investigations into alleged financial misconduct uncovered during a forensic audit conducted at the IMCCoD Secretariat.

According to the statement, the investigations began after EOCO received a petition from the current Executive Secretary of IMCCoD requesting further inquiries into findings contained in a forensic audit covering the period from August 1, 2022, to February 2, 2025.

“The investigations, which commenced last year following an initial forensic audit of the IMCCoD and the subsequent petition, concern the suspected misappropriation, misapplication, diversion and theft of public funds amounting to about GH¢55 million,” EOCO stated.

The anti-graft agency disclosed that Mr. Aboagye, together with former IMCCoD Accountant Gerald Appiah and others, are under investigation for a number of suspected offences, including conspiracy to steal and stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering and other related offences.

EOCO further revealed that Mr. Appiah has voluntarily begun refunding monies allegedly linked to the transactions under investigation. However, the agency stressed that such recoveries do not by themselves conclude investigations or absolve any suspect of criminal liability.

Providing details on the arrest, EOCO said significant new findings emerged last week in relation to the alleged fraud and theft investigations involving Mr. Aboagye. The Office subsequently initiated plans to arrest him and placed him on a stop order a week ago to prevent any travel that could potentially impede investigations. However, unknown to investigators at the time, Mr. Aboagye had already left the country before the stop order was issued.

EOCO said officers of the Ghana Immigration Service executed the stop order upon Mr. Aboagye’s arrival at the Kotoka International Airport on Saturday night and handed him over to investigators on Sunday morning. The agency added that Mr. Aboagye later accompanied investigators on a search operation on Sunday, with further investigative activities expected to continue.

The Office also sought to assure the public that Mr. Aboagye’s constitutional rights would be respected throughout the process.

“Mr. Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana,” the statement noted, adding that investigations are being conducted professionally, impartially and strictly within the law.

The arrest comes barely a day after Mr. Aboagye publicly declared his intention to contest for the position of National Communications Director of the opposition New Patriotic Party (NPP), a development that sparked intense political debate and allegations of political persecution from sections of the party. Prior to EOCO’s statement, the NPP had demanded his immediate release, describing the arrest as intimidation against one of its leading communicators and a close aide to former Vice President Dr. Mahamudu Bawumia.

However, EOCO insists the arrest is directly linked to an ongoing criminal investigation into the affairs of the IMCCoD Secretariat and not to any recent political activity.

The Office says investigations remain ongoing and further updates will be provided as and when appropriate.
