Former Registrar of the Ghana Scholarships Secretariat, Dr. Kingsley Agyemang, has rejected allegations of wrongdoing levelled against him over the management and award of government scholarships, insisting that he discharged his duties with “utmost diligence.”
Dr. Agyemang, who is also the Member of Parliament for Abuakwa South, made the position known through his lawyers, Sarkodie Baffour Awuah & Partners, in a press statement dated August 13, 2026, responding to recent public comments by Ghana’s High Commissioner to the United Kingdom and Ireland, Sabah Zita Benson.
The legal team said their client “denies any wrong doing” and accused the High Commissioner of resorting to public commentary in a manner aimed at subjecting him to renewed public ridicule.
According to the lawyers, investigations have already been initiated into allegations of corruption surrounding the award of scholarships during the tenure of the previous administration.
They therefore questioned why the High Commissioner would continue to publicly criticise Dr. Agyemang when state security and investigative bodies are already seized with the matter.
“In the circumstances, the High Commissioner’s resort to the media to publicly berate our client rather than allowing the appropriate security and investigative bodies to discharge their mandate is regrettable and unwarranted,” the lawyers stated.
‘He has fully cooperated with investigations’
The lawyers further stressed that the latest allegations were not the first public accusations made against their client by the High Commissioner, despite the ongoing investigations.
They said Dr. Agyemang has willingly made himself available to the relevant state security agencies and has fully cooperated with their work.
“Our client has not only availed himself to the said state security agencies but has fully cooperated with them with a view to ensuring that the allegations are thoroughly investigated, his name is completely cleared, and the matter is brought to a definitive conclusion,” the statement said.
The lawyers maintained that Dr. Agyemang remains a law-abiding citizen who is committed to the rule of law and due process.
They said he remains focused on the mandate entrusted to him by the people of Abuakwa South and is confident that the investigative process will ultimately establish the facts.
“He remains confident that in the fullness of time, the truth will prevail, and he will be vindicated,” the lawyers stated.
Background to the scholarship controversy
The latest response comes against the backdrop of a public dispute between Dr Agyemang and the High Commissioner over outstanding scholarship obligations owed to institutions in the United Kingdom.
In December 2025, Mrs Benson alleged that the Scholarships Secretariat had accumulated debts of about £35 million during Dr Agyemang’s tenure, with only about £3 million subsequently paid. She argued that the unpaid obligations had created difficulties for Ghanaian scholarship beneficiaries in the UK.
Dr. Agyemang subsequently rejected the characterisation of the liabilities as being solely attributable to his tenure, describing scholarship debts as a longstanding and systemic challenge.
He said the Secretariat inherited substantial arrears when he assumed office and argued that scholarship obligations naturally roll over because academic calendars do not always correspond with the government’s financial year.
